pikachu doesnt count as a starter
pikachu was only a starter to ash
in the in-games pikachu was not avaiable as a starter
and soon there was no other electric type starters
all the starters evolve by leveling up
pikachu is EVOLVED FROM pichu
pichu needs high happiness to evolve and pikachu needs a thunderstone to evolve into raichu
ash got a pikachu because gary took all 3 starters
learn your knowledge KID.
